The Education and Training Department of the ZCTU was established in 1983 being headed by Comrade Shangwa Chifamba with the aim of capacitating and empowering trade unionists with skills and knowledge to build strengthen and sustain the fundamental functions of the trade union. The department is currently manned by a team of seven Educators (Head of Department and six Regional Educators).  The department links with Affiliate Unions Education & Training Departments, National, Regional and International education institutions. Those who worked at the helm of this department include: Cdes. C. Zharare, 1985-87, Ignatius  Makonese, 1988 -91, Trust Ngirande, 1991-99, Miriro Pswarayi, 1999-2001,Timothy Kondo, 2001-4 Mike Mushayabasa, 2004-6 and Miriam Assumpta Chikamba, 2007-date

The objectives are to:

  1. Develop expertise in technical and strategic areas of trade union functions and activities for effective and efficient service delivery.
  2. Advance and promote the interests of the workers.
  3. Protect Promote and defend the rights and achievements of trade unions and all workers.
  4. Promote and develop solidarity networks among affiliated trade unions and other labour education oriented institutions regionally and internationally.

Education & Training Strategies and Systems
The organisational objectives together with the Education and Training Policy guide the implementation of this function.  A standard curriculum has been put in place that caters for basic trade union education to special courses with set qualification standards.  It is reviewed periodically to assess its suitability and appropriateness as well as improvement in line with the workers education and training needs.  The department also carries a mandate to develop suitable materials for specific learning and development categories and levels.

Some special courses include: Leadership Development; Shopstewards Development, Negotiators Course; Training of Trainers; Occupational Safety & Health; Trade Union Administration & Management; Entrepreneurship Development; Gender Perspective; Paralegal Course and all these qualify with a Certificate.

Professional Labour Studies now reach the Certificate in Trade Union Studies, Certificate in Paralegal Course and Diploma in Labour Studies which are currently running.

The Department networks and collaborates with Local, Regional and International Education Institutions with an attempt improve and overally integrate international standards.

Labour education operates on a cross-road strategy which brings together diverse labour traditions, methods and skills.  Therefore the ZCTU highly considers grounding and connecting its education & training to social, economic and political actions that are at the core of trade union work. Thus the methods are designed for bringing individuals into collective dimension that is ACTION oriented. These methods vary in relation to the objectives of the activity, target group and modes of delivery.

As the trade union sector continue to face socio-economic and political challenges, which may demand adjustment and shift, Labour Education and Training shall remain a priority in the trade union development to support the initiatives of trade unions to face the challenges imposed by the globalisation process.  Labour education will continue to assist the trade union movement, build bridges and strategies that derive from the workplace, specific economic sectors, national, regional and international levels.  Most importantly, labour education is instrumental in promoting decent work and respect of basic human and workers’ rights and interests.
